Sheffield Wednesday Confronts Serious Challenges, Says Independent Regulator

'We are going to be a part of football's future' - independent football regulator the regulator's chair

The team's persistent issues represent a a "major concern" and the independent regulator is aiming to acquire authority to examine team situations in such situations, the newly appointed chairman the official has announced.

In a wide-ranging interview, Kogan, who was appointed on Monday, voiced concern towards supporters of the Owls.

The chairman convened with four supporter groups associated with the football team this week.

The team have been experiencing difficulties in multiple areas in 2025, with the club delaying salary disbursements on multiple instances, including in last month.

"Clearly Sheffield Wednesday has been a significant problem for EFL and a substantial concern for English football," the chairman stated.

"Wednesday stands as one of the historic institutions for football in England and recently we have met Sheffield Wednesday supporters' groups.

"Our aim is to acquire the ability... which will permit us to bring Sheffield Wednesday - and other clubs brought to our attention if they need to be investigated and acted upon."

Economic Challenges and Proprietorship Status

The club's controversial proprietor the Thai businessman indicated in the summer he would be prepared to relinquish control at Hillsborough, but he has failed to complete a sale with interested parties.

Missed wage deadlines on time in earlier this year resulted in restrictions being imposed by the football authorities in mid-year, blocking the team from conducting any transfers or loans for the next three transfer windows, although that restriction was lifted in the end of the transfer window.

Regulator's Perspective

The regulator explained: "The job [of the regulator] is there for the fans of Sheffield Wednesday, Bury or any football club where fans are dedicated to a regional establishment that has been part of their lives in numerous instances.

"I completely understand the team's plight, as I do for every team that since 1992 have gone to the wall, or approached financial ruin, for causes separate from the followers."

Questioned about whether the authority might compel an chairman to relinquish a club if they are considered unfit, Kogan said: "When asking whether 'would we intervene in the final instance?', the reply is once we collect the information and know what's going on, we will."

But the chairman emphasized that requiring chairmen to relinquish clubs would be considered the final option and the oversight body would choose to cooperate with proprietors.

"Our least desirable course of action is commence engagement with an specific team, an particular chairman, without being able to work with that proprietor to address the problems affecting the organization and the chairman's encountering," the chairman stated.

"However, realistically, when you review the record of football, over the recent generations there have been certain proprietors, not many, but certain individuals who have acted carelessly in the way which they've been managing their clubs and ultimately don't wish to take responsibility for the long-term prospects."

'If we get it wrong, extraordinary progress vanishes'

Kogan met with officials from numerous teams to lay out the remit of the authority recently and maintained it represented a "progressive gathering" with a "high level of engagement" from the grassroots to elite level.

"The role holds considerable importance, because if errors are made, if the football community fails, the remarkable development accomplished could disappear swiftly," Kogan said.

"This represents everyone's worst fear in the terms of English football is a huge success story - we've got to keep it going.

"Substantial financial resources entering the sport and has come into football for the past two decades, because certainty is lacking it will persist in entering the game, which is part of the rationale behind I think we have to take a really clear view on risk and of course, of the coming seasons."

Top Flight Apprehensions

Top flight officials resisted the creation of a regulator because of apprehensions regarding adverse consequences on the Premier League's sporting equality, but the regulator stated: "I'm absolutely committed to the success and growth as an economic entity of the top division.

"Being fully aware of the concern of undermining the top flight as an elite competition of the nation. But at the same time, if you talk to the Premier League after today's meeting, they would have had a substantial amount of confidence -and, in fact, they have been informing us confidentially they have a significant confidence."

Partisan Associations

The chairman continues to confront a "comprehensive investigation" by the official appointments authority after he disclosed making donations to the political party in recent years.

The 68-year-old provided financial support for Culture Secretary the politician's campaign, along with that of the current Prime Minister.

"I have been entirely transparent regarding my previous political affiliation [with Labour], and that ideological connection terminated the day the select committee approved my appointment," Kogan said.

"I currently have no participation in any sort of politics."
